<title><![CDATA[Protecting fisheries]]></title>

<description><![CDATA[The Economist has an interesting story about privatising fisheries.  Or, as we Americans would write]]></description>
<content:encoded><![CDATA[<p>The <em>Economist</em> has <a href="http://www.economist.com/science/displayStory.cfm?source=hptextfeature&#38;story_id=12253181">an interesting story</a> about privatising fisheries.  Or, as we Americans would write, privatizing them.  This is an important issue, since a 2006 study indicated that all of the world's fisheries could collapse by 2048 if current trends continue.  Preventing overfishing is extremely important, but without any regulation fishermen have an incentive to simply grab as much as they can as quickly as they can, leading to the tragedy of the commons.</p>
<p>The article in question describes a system currently in use in 121 of the worlds approximately 10,000 fisheries that allocates how much a company can catch through use of Individual Transferable Quotas, which, as the name implies, can be bought and sold.  ITQs can be held long term, so companies have a strong incentive to maintain the fishery in which they have a large stake.  Research into those areas where ITQs are used indicates that they can halt, and even reverse, the collapse of fisheries, on which much of humanity depends for food and livelihood.  Promisingly, fishermen grasp the usefulness and value of this system to themselves and their own long-term prospects.  Market forces and intelligent planning can lead to a situation that's better for consumers, workers, business, <em>and</em> the environment without heavy-handed government regulation.</p>
<p>The <em>Economist</em> warns against government micromanaging the system, which would eliminate many of the free market benefits, leading to a less efficient system, and which would be prone to undue lobbying influences.</p>

<content:encoded><![CDATA[<p>Por fin he llegado a la última etapa de la universidad... bueno, a nivel licenciatura. He terminado el 8vo semestre y en el 9no sólo me queda hacer la residencia, pero antes debo de adelantar una última materia, manufactura avanzada. Ya está casi todo listo, aparté mi lugar por internet y por fin se reunió toda la banda necesaria para poder abrir el grupo, ahora sólo falta pagar en el banco... checamos el internet para imprimir la ficha y...<!--more--></p>

<p>¿Cero pesos? Pagaré un verano de 6 horas diarias... a cero pesos. Es que acaso el coordinador de la carrera nos ha dejadoun último regalo y en lugar de pagar $1,500.00 (sí, $1,500.00 es un chingo de varo para un pobre estudihambre como yo) nos dejará absolutamente gratis el verano.</p>
<p>O bueno, al menos parece que así sucedió, tenemos hoy, mañana y pasado mañana para efectuar el pago en el banco. Jaaaaaaaaaaaaaaaaa!! ¿A poco creen que será gratis? Seguramente ha sido un error en el sistema. La escuela nunca deja la oportunidad de hacer más dinero, aunque lo invierta después en hacer jardincitos, en lugar de contratar profesores... Ahora, si dejan pasar ese error... ps tal vez nos lo hagan pagar de otro modo (sí, ya nos acostumbramos a pagar de "otras formas"), chance con el pago extemporáneo de $1,800.00, y en un remoto, remoto, remotísimo caso... ps ya no pagamos... ¡¡a huevoooo!! Pero nos quedamos sin profesor y por lo tanto sin clase... ¡¡mtaaaa maaaaaadre!!</p>
<p>Yo, por lo tanto, quiero tener mi clase de verano. Sí, quedarme sin vacaciones pero liberar esa materia y tener solamente mi residencia el próximo semestre, sin preocuparme por la escuela. Sólo eso.</p>
<p>Y ahora... ¿quién podrá ayudarnos?</p>

<p> I came away from the Conference shocked and depressed at the state of the UK's education system ... but very pleased that I don't work in the education system!  I share the views of many of the speakers in that all training and qualifications have to be focused on what businesses need their workforce to know and be able to do.  There needs to be closer ties and associations between Academia and Commerce.</p>
<p>One fine example is the Judge Business School in Cambridge which runs "Enterprising Tuesdays" (managed by the Centre for Entrepreneurial Learning) where University Students and local business people can hear inspirational talks from famous Entrepreneurs.  This year's events are about to start ... 23 October 2007 ...</p>

<p> On 24 April 2007 I attended the <strong>ITQ Conference</strong> in Birmingham organised by <strong>e-skills UK</strong> (the Sector Skills Council for IT &#38; Telecoms) which was worth the journey for the keynote speeches alone.</p>
<p><strong>Karen Price</strong>, OBE, Chief Executive, <strong>e-skills UK</strong>  (as per the conference notes) ...</p>
<p>“Karen is widely recognised as an ‘agenda setter’, uniting industry, influencing government, and supporting the transformation of the UK’s education and training system to meet the changing skills demands of the e-economy. Regularly in demand as advisor and speaker, she promotes a coherent strategy for IT-related skills for the UK to help address the rapidly changing global competitive environment – not only for IT and Telecoms professionals, but also for <strong>all business managers and leaders who need to be able to exploit technology</strong>, and for all <strong>individuals who need to be able to use technology in their day to day lives</strong>."</p>
<p>Karen referred to Sandy Leitch's report (<strong>Leitch Review of Skills</strong>) in which he states that the UK must urgently raise achievements at all levels of skills and recommends that it must commit to becoming a world leader in skills by 2020.<br />

<p>Karen commented that she believes that the ITQ should become an "<strong>ITQ Journey</strong>", part of an "<strong>ITQ Family</strong>" where the ITQ is broken into chunks necessitating funding to be provided for each chunk. That way, the Learner could "<strong>bank that learning</strong>" and then the employer might pay for additional units which would benefit both the employee and the employer.</p>

<p><strong>Paul Coby</strong> (Chief Information Officer, British Airways &#38; Chair, e-skills UK CIO Board) delivered an inspiring keynote speech which included his business principle - "<strong>there are no IT projects, only business projects</strong>".</p>
<p>This has been a belief that I have held for years...so many projects fail because "IT" is kept at a distance from "the business" and people still fail to fully integrate their IT process with their business process. I still hear managers say that "IT" is not "their thing"...which effectively means that managing their part of the business is not "their thing".</p>
<p>I personally don't like computers...I do not like computer games...but I have fully embraced business software and get a real buzz out of making the software "work" for me (not the other way around) and I am continually striving for "<strong>business efficiency</strong>" which I believe can only be achieved if <strong>business process is fully integrated with IT</strong>.</p>
<p>Paul Coby continued by saying that "<strong>technology is the anvil upon which we hammered the simplification of IT</strong>" and that BA is now "<strong>IT enabled and IT dependant</strong>". In fact, "<strong>BA is now an IT company which happens to have some planes</strong>".</p>
<p>"<strong>Paper has gone out of the business</strong>" and by Dec 2007 BA want to go 100% paperless. Employees make extensive use of the Intranet...<strong>ePayslips</strong> (BA have turned off paper payslips for 38,000 employees)...<strong>rostering</strong> is online making it easy for employees to manage their worklife (and arrange rosta-swaps)...<strong>expenses</strong> are online...all <strong>SOP</strong> (standard operating procedures) are online.</p>
<p>He advised the audience that "We need you to train future customers to use IT" because customers will increasingly need to use the Internet.</p>
<p>Finally, he concluded that "<strong>An IT savvy workforce is a matter of the highest national important for the UK economy and society</strong>".</p>

<p>How much parliamentary scrutiny does one budget implementation bill need? At least a couple of  committees' worth, it turns out -- if, that is, said bill would radically revamp the immigration system by providing the minister with the power to rearrange the waiting list on the fly. This afternoon, <strong>Citizenship and Immigration</strong> will devote <a href="http://cmte.parl.gc.ca/CMTE/CommitteePublication.aspx?SourceId=237760&#38;Lang=1&#38;PARLSES=392&#38;JNT=0&#38;COM=0">four hours</a> - double the usual meeting length - to the subject; on Wednesday, the <strong>Finance</strong> committee will resume its consideration of the entire bill, but is <a href="http://cmte.parl.gc.ca/CMTE/CommitteePublication.aspx?SourceId=237748&#38;Lang=1&#38;PARLSES=392&#38;JNT=0&#38;COM=0" target="_blank">scheduled</a> to hear from several groups concerned over the proposals, including the Chinese Canadian National Council, and Status Now, a coalition that promotes the rights of undocumented immigrants.<br />

<p>A few months after she appeared alongside her minister to defend the decision to fire former Canadian Nuclear Safety Commission president Linda Keen, Natural Resources Deputy Minister Cassie Doyle <a href="http://cmte.parl.gc.ca/CMTE/CommitteePublication.aspx?SourceId=237474&#38;Lang=1&#38;PARLSES=392&#38;JNT=0&#38;COM=0" target="_blank">goes back</a> before the <strong>Natural Resources</strong> committee later today. During her much-scrutinized (by ITQ, at least) testimony earlier this year, Doyle made a valiant, if ultimately futile effort to protect her political master, Gary Lunn, from political fallout over his handling of the Chalk River isotope debacle. It's unlikely that she will be forced to provide ground cover to her minister during today's meeting, which will look at the considerably less incendiary issue of her department's annual main estimates, although the pair may face a few follow-up questions on the Keen Affair, particularly given recent events involving other ostensibly independent officers of Parliament.</p>
<p>Lunn isn't the only minister making the main estimates rounds today, however: his cabinet colleague, Loyola Hearn, <a href="http://cmte.parl.gc.ca/CMTE/CommitteePublication.aspx?SourceId=236823&#38;Lang=1&#38;PARLSES=392&#38;JNT=0&#38;COM=0" target="_blank">fields questions</a> at <strong>Fisheries and Oceans </strong>this morning.<br />

Also: </strong></p>
<ul>
<li>The <strong>Health</strong> committee <a href="http://cmte.parl.gc.ca/CMTE/CommitteePublication.aspx?SourceId=237722&#38;Lang=1&#38;PARLSES=392&#38;JNT=0&#38;COM=0" target="_blank">begins</a> a statutory review of "the 10-year Plan to Strengthen Health Care": in the interest of journalistic integrity, ITQ is required to disclose that she has no idea what on earth that 10-Year Plan might involve, although she believes that it might have something to do with that affable Paul Martin fellow, who never met a plan - or a priority - he didn't like.</li>
<li>The <strong>Access to Information, Privacy and Ethics </strong>committee <a href="http://cmte.parl.gc.ca/CMTE/CommitteePublication.aspx?SourceId=237596&#38;Lang=1&#38;PARLSES=392&#38;JNT=0&#38;COM=0" target="_blank">continues</a> its consideration of the Privacy Act - at least, for the moment; given its mandate, it's hard to see why its members wouldn't be willing to put privacy on hold for the moment, and launch an immediate investigation into the Conservative government's decision to mothball CAIRS, the much-consulted ATI request database.</li>
<li>Committee clairvoyants take note: there are four motions <a href="http://cmte.parl.gc.ca/CMTE/CommitteePublication.aspx?SourceId=237594&#38;Lang=1&#38;PARLSES=392&#38;JNT=0&#38;COM=0" target="_blank">on the table</a> at <strong>Canadian Heritage</strong> this afternoon, including two from Conservative MPs. (ITQ's prediction: At least one of the two government-backed proposals will somehow involve the CBC; bonus points if it also works in a reference to the "Liberal camera crew" that showed up at the recent raid on Tory headquarters.</li>
