EL PASO, TEXAS.- El 15 de octubre las autoridades de la base militar de Fort Still, en Oklahoma, arrestaron a Jerrell Hill, de 18 años y soldado del Ejército de Estados Unidos.
Lo acusaron de intento de asesinato. El militar había disparado su arma contra cinco personas en el barrio de Barclay, en la ciudad de Baltimore, como parte de un posible ajuste de cuentas entre pandillas.

“Los investigadores consideran que el sospechoso es miembro de un grupo local de los ‘Bloods’, el que pertenece a la pandilla Pasadena Denver Lane”, asienta uno de los informes sobre este hecho.

El caso del soldado Jerrel Hill es parte de un fenómeno casi desconocido que se presenta dentro del Ejército de Estados Unidos: el pandillerismo.

Dos informes de inteligencia, clasificados como sensibles y para uso de las corporaciones oficiales, dan cuenta de ello. Sus títulos son explícitos: El incremento de la actividad criminal de las pandillas dentro del ejército, elaborado en enero por el Centro de Inteligencia sobre Pandillas y en el que participaron 22 entidades oficiales, entre ellas agencias federales y corporaciones policiacas; y La amenaza de la actividad del pandillerismo, realizado en diciembre del 2006 por el Comando de Investigación Criminal de las Fuerzas Armadas de Estados Unidos.
Ambos informes –cuyas copias obtuvo el reportero– coinciden: se ha incrementado la presencia de pandillas callejeras dentro de distintas bases militares del país, e incluso en unidades que se encuentran en Irak.
El informe del Centro de Inteligencia sobre Pandillas menciona los siguientes grupos: Bloods, Crips, Mara Salvatrucha, Black Disciples, Gangster Disciples, Hells Angels, Latin Kings, Mexican Mafia (EME), The 18th Street Gang, Norteños, Sureños y Vice Lords, así como varias agrupaciones supremacistas.
De acuerdo con el informe de las Fuerzas Armadas, del 2003 al 2006 el ejército investigó al menos 104 casos en los que se cometieron delitos que involucraban a soldados relacionados con esos grupos.
Las autoridades militares documentaron la relación directa con pandillas en 35 de estos casos. En los restantes 69 casos –44 de ellos en 2006–sospecharon que había vínculos con las mismas.

Del barrio a Irak

Los informes de inteligencia dicen que los militares miembros de pandillas utilizan las técnicas y habilidades aprendidas en el ejército para cometer crímenes.
En muchos casos utilizan armamento oficial y hasta portan el uniforme de sus respectivas unidades. Entre los delitos que han cometido destacan: disparos de armas desde vehículos en movimiento, venta y distribución de drogas, vandalismo, extorsión, disturbios callejeros, lavado de dinero y hasta homicidios.
Los informes exponen varios casos; sin embargo, en la mayoría de ellos no precisan los nombres de los soldados involucrados ni las fechas en que ocurrieron los hechos.
Algunos de ellos:
En agosto del 2005, un soldado asignado a la base militar de Kasierslauten, en Alemania, fue golpeado brutalmente por miembros de una pandilla durante un presunto rito de iniciación realizado dentro de esa instalación militar.
El hombre murió.
En ese mismo mes, pero en la base de Fort Wainwright, en Alaska, tres militares participaron en una pelea entre pandillas en la que hubo un intercambio de disparos.
En el incidente murió uno de los pandilleros.
Un mes después, en septiembre del 2005, un soldado asignado a la base militar de Fort Lewis, en el estado de Washington, y presunto miembro de la pandilla Crips, mató con un arma de fuego a un compañero y a su novia cuanto intentó realizar un robo en la ciudad de Lakewood, ubicada en ese mismo estado.
En enero del 2005, un marine que presuntamente pertenecía a la pandilla Norteños disparó contra dos policías en Ceres, California, y mató a uno de ellos.
De acuerdo con el informe del Centro de Inteligencia sobre Pandillas, el militar había aprendido tácticas de combate mientras se encontraba en Irak.
Este mismo informe señala que en julio del 2006, el Departamento de Policía de Aurora, Illinois, reportó que un marine que había estado en Irak y que formaba parte de la pandilla Maniac Latin Disciple fue encarcelado por intento de homicidio.
El soldado había disparado contra tres menores de edad.
El informe incluye fotografías de soldados tanto del Ejército como de la Marina , algunos con uniforme, haciendo señas con los dedos en alusión a las distintas pandillas a las que pertenecen.

¿Cuáles son los factores que explican el aumento del pandillerismo dentro de las filas del ejército estadunidense?

*Josiah Heyman, director de la carrera de Antropología de la Universidad de Texas, en El Paso, señala uno de ellos: el Pentágono ha disminuido el nivel de requisitos para reclutar a nuevos soldados.
*Afirma que en el ejército “faltan soldados”, ya sea porque “han muerto” en Irak o porque muchos de los que han regresado de ese país han desertado. Ello, dice, ocurre al mismo tiempo que el ejército “tiene planes para incrementar el número de militares a nivel nacional”.
*Heyman considera, incluso, que “los reclutadores pueden borrar los registros criminales” de los soldados de nuevo ingreso en el ejército. “Y me refiero a lo que sucede cuando una persona está enfrentando un proceso criminal; los reclutadores pueden hacer que deje de procesarse su caso”.
*Por su parte, Jean Offut, portavoz de la base militar de Fort Bliss, dice que oficialmente carece de “evidencias para establecer que existan en esta base militares afiliados de manera grupal a las pandillas. Sin embargo, en lo individual, tal vez puede haber alguno que tenga esa relación”.
Otras imágenes muestran graffiti realizados por militares estadounidenses en tanques y bardas.
Este informe incluye una fotografía tomada en Irak que muestra a un soldado con el uniforme del ejército estadounidense a un lado de una barda donde están escritas las letras EME, en referencia a la pandilla Mexican Mafia que opera en Los Ángeles, California.
De acuerdo con este informe, este graffiti no es único. Existen varios más con los nombres de otras pandillas estadounidenses –como Latin Kings, Black Disciples, Gangster Disciples, Hells Angels, Norteños y Sureños– escritos sobre bardas que se encuentran en áreas públicas en distintas ciudades de Irak.
Narcopandillas

Tan sólo en las bases militares ubicadas en Texas, el informe de las Fuerzas Armadas registra 20 casos relacionados con pandillas ocurridos en el 2006.

Los delitos van desde robo y uso de armas de fuego hasta tráfico de drogas.
Un ejemplo: caso número CID014-07333: cuatro militares asignados a la base de Fort Bliss, ubicada en El Paso, Texas, y asociados con los Georgia Boys (grupo que es parte de la pandilla Gangsters Disciples), asaltaron a dos soldados en un estacionamiento de esta ciudad.
“Uno de los cuatro militares identificados fue objeto de un juicio ante la Corte Marcial General y fue encontrado culpable”, señala el informe de las Fuerzas Armadas.
Otro de los soldados involucrados fue degradado, se le decomisaron 500 dólares mensuales durante un período de tres meses, se le restringieron sus labores por 45 días y se le impuso un castigo de 30 días de trabajos forzados.
A los otros dos militares se les acusó de violar el reglamento del Ejército de Estados Unidos.
Por su parte, el informe del Centro de Inteligencia sobre Pandillas afirma: “Desde 2004, el Departamento de Policía de El Paso y el FBI han identificado a 40 militares que son miembros de pandillas callejeras que operan a nivel nacional y se encuentran en la base militar de Fort Bliss, ubicada en Texas”.
El documento refiere que estos militares se encuentran involucrados en delitos como el tráfico de drogas, robos, uso de armas de fuego y homicidios. “Por ejemplo –señala– miembros de bandas rivales, ubicados en Fort Bliss, se han aliado para atacar a otras pandillas de la ciudad”.
En mayo del 2005 ocho militares fueron acusados de soborno y extorsión en un caso de narcotráfico. El FBI reveló que personal militar desplegado en Colombia transportó 46 kilogramos de cocaína a El Paso, Texas, y que una porción fue distribuida a miembros de la pandilla Sindicato de Texas que opera en las prisiones, indica el informe.
Previamente, el 28 de marzo de ese año, agentes de la DEA detuvieron al sargento Daniel Rosas, quien se encontraba en la base de Fort Bliss. El informe anota que a partir de ello, se desencadenaron una serie de arrestos de personas ligadas a una red de narcotraficantes liderada por militares adscritos a esta base, los cuales utilizaban recursos del ejército, incluidas aeronaves.
Según documentos federales del caso, José Ramírez, agente de la DEA , testificó que el sargento Víctor Portales, integrante del 204 Batallón de Inteligencia de Fort Bliss, junto con tres soldados más, transportó cerca de 70 kilogramos de cocaína desde la base militar de Apiay, en el departamento de Meta, Colombia, hacia la base de Fort Bliss.
El informe de las Fuerzas Armadas anota el caso número 0031-06-CID034 ocurrido en la base militar de Fort Hood, Texas, durante el 2006: 14 soldados tendrían nexos con pandillas callejeras o estarían involucrados en actividades de distribución de drogas en el área de Killen, Texas.
Según este informe, otro soldado de dicha base militar fue arrestado en California por cometer presuntamente el delito de “asalto agravado”. Durante la investigación del caso, las autoridades militares descubrieron que el soldado era miembro de la pandilla Soreno y que incluso tenía tatuados los números 1 en la pantorrilla izquierda y 3 en la pantorrilla derecha, en alusión al número 13 usado por esta organización delictiva.
En el 2006 agentes del Sheriff del condado de Bexar, Texas, arrestaron a cuatro militares sospechosos de pertenecer a la pandilla Mexican Mafia (EME).
En otro caso, las autoridades arrestaron a un soldado de la base militar de Fort Hood por transportar indocumentados mexicanos. De acuerdo con el informe de las Fuerzas Armadas, este militar pertenecía a la pandilla Chicano Brotherhood.

Border Patrol intercepts deported Salvadoran street gang member

SAN DIEGO – A member of a notorious Salvadoran street gang who was deported from the United States six years ago has been intercepted by U.S. Border Patrol agents while trying to slip back into the country.

A Guatemalan was also with him.

The Salvadoran, whose name was not released, is both an admitted and documented member of Mara Salvatrucha, also known as MS-13. He has a lengthy criminal history and was deported in February 2002 after serving time in Nassau County jail in Long Island, N.Y., Endicott said. The Guatemalan had no ties to MS-13, Endicott said. The Salvadoran told investigators he had been a member of Mara Salvatrucha since age 18, and had been fully involved with the gang in New York City. He is being held “in permanent Homeland Security custody, pending prosecution,” Endicott said.Formed in Los Angeles in the 1980s by Salvadorans fleeing their nation's civil war, MS-13 grew out of response to harassment from existing Mexican-American gangs. The gang quickly developed a reputation for both a high degree of organization and extreme violence, and turned from protecting members of the local Salvadoran community to preying on them.

MS-13 is considered one of the worst and violent gangs currently living in this country.

Inmates get stellar medical care on your dime

LEE COUNTY: Many people struggle to afford basic necessities right now, possibly skipping a needed visit to the doctor because they fear the bill. So why are you paying millions of dollars for inmates to get free medical service?

And how can it be that jail features some of the best healthcare around?

You may be outraged that convicts are getting free healthcare, but it's the law.

"I'm a taxpayer also, but the law is the law," said Lee County sheriff Mike Scott.

Last year that bill was $6 million in Lee County - next year it'll be $9 million.

Treatment can be as extensive as dialysis, surgery and even chemotherapy.

It doesn't stop there - while some Americans struggle to afford a trip to the dentist, inmates wait for a free visit.

Inmate Teodor Buda is a prime example. Buda was shot during a confrontation with a deputy in Lehigh Acres last month.

You're paying for his hospital stay, drugs, surgery costs and all the overtime for the guards to watch him 24/7.

When asked if there have been cases of people committing crimes to get medical care, food or shelter, he responded, "I'd say absolutely, unequivocally."

SO WHAT ABOUT ILLEGAL IMMIGRANTS?
Many taxpayers who are learning about the stellar medical care of the incarcerated are likely a bit ticked. And you may be hoping your money isn't being spent to also give illegal immigrants better medical treatment than many U.S. citizens get.

We asked the sheriff how inmates who are illegal immigrants impact his increasing healthcare costs.

He estimates about 10 percent- 250 inmates - are illegal. But it's tough to pinpoint who they are.

Immigration and Customs Enforcement (ICE) know of 75 inmates who will be shipped back to their homeland.

But their process to identify these suspects is lengthy - so they sit behind bars... getting the same free treatment everyone else gets.

"In our world, an inmate is an inmate is an inmate," Scott said. "We can't go through and say, 'That guy's illegal, we're gonna let him die in the jail cell... can't do it."

By law the sheriff is obligated to give every inmate healthcare - whether it be filling a cavity or providing cancer treatment - and it all happens on your dime. [more here]

Assistance provided by the Secretary under this section may be used by the National Council of La Raza or the Raza Development Fund to--Provide technical and financial assistance for site acquisition and development, construction financing, and short-and long-term financing for housing, community facilities, and economic development; leverage capital from private entities, including private financial institutions, insurance companies, and private philanthropic organizations; provide technical assistance, training, support, and advice to develop the management, financial, and administrative capabilities of housing development organizations serving low-income households, including Hispanic households; And conduct such other activities as may be determined by the Secretary and the National Council of La Raza.( And this means ANY THING THEY WANT TO USE IT FOR!)

Congress Poised to Give Tax Rebates to Illegal Aliens
Call Your Senators Now!

The economic stimulus package traveling through Congress right now does nothing to stop the IRS from issuing rebate checks to illegal aliens. Please call your Senators now and urge them to take action!

Yesterday, the House of Representatives passed H.R.5140, the economic stimulus package, by a vote of 385-35. As many of you have already learned from news outlets, the economic package includes tax rebates of $600 for individual taxpayers and $1,200 for couples. However, this package—thrown together within days—allows the IRS to send tax rebate checks to illegal aliens!

The issue stems from defining who is eligible for a tax rebate. In drafting H.R.5140, Congress left gaping loopholes. Section 101 excludes "nonresident aliens" from being eligible, but this is essentially meaningless as the IRS does not determine whether an individual is a "nonresident alien" based on his or her immigration status. Moreover, it does not address the eligibility of illegal aliens who send in tax returns using stolen or false social security numbers.

At a minimum, the IRS should be required to screen the numbers (whether individual taxpayer identification numbers (ITINs) or social security numbers (SSNs)) used to issue the checks to ensure they match the name of the taxpayer in question. If a name and number do not match, the IRS should be prohibited from issuing a tax rebate check. Senator John Ensign (R-NV) has filed an amendment to affect this change, but we do not know whether he will even be allowed to offer it.

H.R.5140 is now in the Senate and will go through the Senate Finance Committee this afternoon. From there, Senate staffers indicate it will go quickly to the floor. PLEASE TAKE ACTION NOW!

We urge all FAIR members, activists and friends to call their Senators now and urge them to fix the loopholes in H.R. 5140 that allow illegal aliens to get tax rebate checks. After calling your own Senators, please call the Senators who sit on the Finance Committee and urge them to take action too.

Photo is a French photography magazine that I peruse through and sometimes purchase at my local b&n. My French is pretty terrible so I can't read/understand most of the content. The photographs however: wow. Amazing. I could be wrong, but it seems to me that it usually publishes images that would not normally be published in an American mag.

This issue highlighted a project by the Spanish photographer Isabel Munoz . Isabel is a very talented artist whose work I would best describe as fine art reportage. Her projects range from photographing Capoeira dancers of Brazil to remote tribes of southern Ethiopia. Her images have a strong, intimate detail to them. They contain a richness and presence that is hard to overlook. For this current Photo issue, she photographed members of the Mara Salvatrucha gangs (see cover image).

While on one of my nightly hunts across the Internet I came across a most disturbing article by Adam Elkus at Foreign Policy in Focus. It is a chilling account into the workings of MS-13.

While most Americans are familiar with al-Qaida, they're less knowledgeable about a group spreading terror within U.S. inner cities: Mara Salvatrucha. Also known as MS-13, the Maras have 20,000 North American members. Mara cadres have set up in many American cities, creating the beginnings of a national command hierarchy, with some Maras on the East and West coast reporting directly to and paying gang dues to leaders in Central America. As these cadres grow and learn, they become more dangerous, and already they have begun to actively target law enforcement officers. Although the FBI and law enforcement agencies have tried to contain them using anti-racketeering statutes, which allow prosecutors to attack the structures of organized crime, the real problem lies beyond the border.
